Billy Wynne is Senior Vice President and Principal at Health Policy Source, Inc. Mr. Wynne has a wealth of government and private sector experience in developing and drafting federal healthcare policy and implementing strategic policy objectives. He also has tremendous experience working with key policy making officials at the highest levels of government.
Prior to serving at Health Policy Source, Mr. Wynne served as Health Policy Counsel to the Senate Finance Committee and its Chairman, Max Baucus. In that capacity, he advised Senator Baucus and other Committee members on key health care policy matters, including Medicare coverage and reimbursement, delivery system design, quality, cost control and broader health care reform.
Mr. Wynne was a key drafter and negotiator of the Medicare Improvements for Patients and Providers Act of 2008, the Medicare, Medicaid and SCHIP Extension Act of 2007, and the Tax Relief and Health Care Act of 2006. In addition, he worked as part of a team to help shape Senator Baucus’ health care reform agenda, leading the planning and execution of several Finance Committee hearings and the Health Reform Summit in June 2008.
During his tenure on the Committee, Mr. Wynne developed policy proposals in collaboration with leading health policy experts, including the Dartmouth Institute for Health Policy and Clinical Practice, the Brookings Institute, the Urban Institute, and federal support agencies such as the Medicare Payment Advisory Commission (MedPAC) and the Congressional Budget Office (CBO). He was also one of Chairman Baucus’ lead liaisons with the Centers for Medicare and Medicaid Services (CMS).
Mr. Wynne provided assistance to the Obama for America Campaign as a surrogate speaker and member of the campaign’s Health Policy Committee.
Mr. Wynne has strong private sector experience, having worked in the health care policy group of Patton Boggs. There he provided comprehensive legislative and regulatory services to clients ranging from health care providers, drug and device manufacturers, non-profit organizations, municipalities, and hedge funds and other investment firms.
Prior to attending law school, Mr. Wynne spent two years as a mission coordinator for Operation Smile, an organization that provides reconstructive surgery to children with facial deformities in developing countries.
Mr. Wynne received a Bachelor’s Degree in government from Dartmouth College and a law degree from the University of Virginia. He is a member of the District of Columbia and Virginia bar associations.
